First open your image in your program and then proceed to duplicate the image so you have two layers.
Layer > Duplicate Layer > Ok
Layers > Duplicate
Next you want to make sure you're on the bottom layer. Check the Layers box on the right and make sure the bottom one is highlighted.
To check what layer your on, click on Layers at the top and then look down to click on "Layer 1 - "Background"
Then, you want to make this layer blurry. Go to..
Filter > Blur > Blur/Blur More/Gaussian Blur (you can pick any, but if you pick Gaussian Blur I do not recommend going above 2.0)
Effects > Blur > Blur/Blur More/Gaussian Blur (same as above)
Now go and select your copied layer, or for PSP users, Layer 2.
The next step is your blending options.
Go to Layer > Layer Style > Blending Options. A box should come up and off to the side there should be a drop down menu with "Normal" in it. Click on it and go down to "Overlay". Then click the okay button off to the right.
Go to Layers > Properties. Now you should see a drop down menu next to 'Blend Mode:' that also says "Normal". Click it and scroll down to find "Overlay" click okay.
Now Merge your layers.
Ctrl+E
Layers > Merge > Merge All(Flatten)
And there you go! This technique makes your image have a soft, and glowing effect and overall, makes the image look nicer for requests. You can also pick the different blending options from the drop down menu to get different effects:

Different effects are pleasing to the eye with different types of images. Play around with it as you go, you might discover something!
